‘Different than before’: Colorado Gov. Jared Polis talks plans for reopening state, living with coronavirus

As new coronavirus cases in Colorado appear to plateau, the next few days will be critical in determining if current social distancing is doing enough to begin relaxing restrictions, Gov. Jared Polis said in a news conference Wednesday.
But even if models show social distancing is working, “normal life” for Coloradans will still look different for a long time — months, even — Polis said.
In Wednesday’s news conference, Polis laid out the basics of a plan to contain the spread of the coronavirus while slowly reopening the economy.
“As we reopen our state, things are going to work different than they did before,” Polis said.
The state is currently in the urgent response phase, where officials are working to build up heath care capacity and everyone is asked to limit in-person interactions as much as possible, Polis said.

If new cases in the state — which Polis says are currently plateauing — begin to go down, the state can move into a stabilization phase, where Polis said we learn to live with the virus in a way that is sustainable for our economy and society.
“We want to dispel any notion that we can go back to the way things were before,” Polis said.
As Colorado continues to adjust to life with the virus, Polis said the goal will be increased testing and containment of people who test positive, rather than quarantining the entire state. Health officials will continue to monitor the virus during the stabilization phase, and restrictions may be reinstated if cases start rising again, Polis said.
Restrictions won’t be lifted like the flick of a light switch, Polis said, but will be more gradual, like a light dimmer.
For example, non-essential businesses may open if they establish practices such as wearing masks, maintaining a 6-foot distance from others and limiting person-to-person interactions, Polis said. Large gatherings will remain banned until further notice.
The state model indicates cases will begin to go down once we’ve reached 80% social distancing levels, Polis said. The next five days of data will likely give state health officials the information needed to determine if that level of social distancing has been reached.
Polis reiterated that the virus will be around for a long time, and until there is a vaccine or treatment, what Coloradans consider “normal life” will not return.
“(Everyday life will be) not what it was, but better than it is now,” Polis said.

It won’t be what it was, but it will be better than it is now” while we await a medical solution to the spread of the novel coronavirus, he said.

Along the way, he emphasized, “The virus isn’t going to disappear anytime soon. We need a way of life that’s sustainable psychologically, economically and socially. We know that staying at home is a horrific thing for the economic devastation it can cause.” Moreover, he noted, “we’re social animals,” so it’s very difficult for children to be prevented from visiting their grandparents and friends unable to spend time in close proximity with each other. But for now, we need to keep following public-health guidance because “we don’t want to forfeit our lives.”

To prevent more tragedies of this sort, Polis said that social-distancing measures and the like will need to be implemented when it comes to “the way we work and play for a matter of months, until there’s a vaccine or effective clinical therapy or, someday, herd immunity, which only happens if a significant number of the public is infected.” As a result, he explained, we’ll need to adapt in real time to the latest data, looking at what policies work and don’t work and making changes accordingly to follow best practices while allowing people to “earn a paycheck and have some opportunity to recreate outside.”

Even if the 80 percent level has been hit, however, “We want to dispel the notion that we can immediately go back to the way things were in January or February,” Polis said.

After the urgent phase concludes, the state will move into what Polis called “the stabilization phase,” when Coloradans will ease back into economic activity in ways that are socially and psychologically advantageous without returning us to a point where “the deaths are piling up.” Many of these strategies will remain in place until the point when an effective vaccine becomes a reality. Some experts think that could take twelve to eighteen months, he acknowledged, but scientists around the world, including at Colorado State University, are moving ahead quickly, and Polis said that he expects great things. At the same time, though, he made it clear that medications offering modest improvements won’t do the trick. Instead, we need “more of a definitive cure, in the way penicillin cures strep throat.”

Analysis of data will also be ongoing, and officials will determine if they can allow greater freedoms or whether they must reinstate measures, possibly including stay-at-home orders.
When non-essential businesses are allowed to reopen, Polis predicted that they will have to follow social- distancing procedures of the sort that are presently taking place in most grocery stores. That also means procedures some may have thought would be temporary could become the norm — among them increased telecommuting and the staggering of work shifts, to reduce the number of people working at the same time.

The government of the United States has long sought a similar restriction on movement and transportation. The global warming hoax was an attempt at restricting movement which didn’t work. The ice caps melting in 2000, or 2010, or 2014, or 2030, was never an immediate enough threat to keep people from driving.

Parker tobacco shop refuses to close despite health department warning

Posted: Apr 15, 2020 / 07:23 PM MDTPARKER, Colo. (KDVR) — The Tri-County Health Department taped warning letters to multiple businesses in Parker on Tuesday telling them to close during the COVID-19 pandemic because they’re not considered essential.
But the owner of Slo-Burn Cigar Lounge is refusing to comply.
“I support my family with this shop. If I close, it will absolutely devastate me and my family,” owner Lyle Tate said.
Tate said he has been using tape to maintain social distancing in his store and allows only one person at a time in his humidor.
“A liquor store can be opened. Downhill Brewery behind us can be opened and I don’t understand how a guy walking in buying a beer is more of an essential to him than one of my customers coming in and buying a premium cigar,” he said.
A spokesman for the Tri-County Health Department told FOX31 it is seeking voluntary compliance from businesses but will issue shut-down orders if businesses ignore the warning letter.
“We absolutely feel like we’re in the right and we absolutely have a fundamental right to be open and stay in business,” said Tate.
Tate said he’d be willing to compromise and operate as a curbside delivery business but Tri-County Health told the Problem Solvers that’s not an option.
If he continues to operate, Tri-County Health intends to issue a shut-down order.
Tate’s attorney Mark Wilson told FOX31 he’s prepared to file legal action if authorities try to close the Slo-Burn Cigar Lounge.

SAN CLEMENTE (CBSLA) — A popular skatepark in San Clemente was filled with sand to discourage skaters from using it during the coronavirus pandemic and to promote social distancing.
San Clemente had shut down all its parks and facilities on April 1 under the state’s stay-at-home orders, but skaters ignored signs warning against trespassing at the Ralphs Skate Court, 241 Avenida La Pata.
Since park facilities have been closed city officials say they routinely saw people visit the skatepark, even by some children accompanied with their parents, according to the San Clemente Times. City officials told the newspaper they followed in the footsteps of other cities, and filled the skatepark with 37 tons of sand.

Riverside County has modified an app intended to report violations of novel coronavirus health orders after people used it to tattle on fellow residents.
From now on, RivCoMobile can only be used to report violations by non-essential businesses.
“We received several complaints that were not about businesses, but people in the community,” county spokeswoman Brooke Federico said via text Tuesday, April 14.
As a result, the app was changed “so that people can only report non-essential businesses that are still operating,” Federico said. The app’s other intention was to identify parts of the county where social distancing “is not being followed that can correlate to (COVID-19) outbreaks in the community,” she added.

Maryland Gov. Larry Hogan is no longer asking.
He’s directing residents to stay home to avoid a larger outbreak of the coronavirus. And his unvarnished warning has had real-world consequences.
Authorities have charged at least two people in recent days with violating bans on public gatherings of more than 10 people – an offense that could result in a year in jail, a $5,000 fine, or both. Since last week, police agencies across the state have responded to 597 calls reporting potential violations of Hogan’s orders, Maryland State Police reported Thursday.
“It was time,” Hogan said this week, “to take more aggressive action.”

As the COVID-19 disease continues to spread rapidly, countries all over the world are taking extreme measures to slow its growth. However, a more alarming trend is also emerging: violence, bullying, and harassment directed toward people of Asian descent in the United States. There is an uptick in recently reported incidents of violence against Asian Americans, including a teenager being physically assaulted and a family of four stabbed while trying to buy groceries. Though the initial spread of COVID-19 occurred in China, it is important that we increase awareness that the disease is linked to a geographic location and not to a race or nationality. We must call out harmful language and behavior and do all we can to stop it. We all have an obligation to treat everyone with dignity; associating whole groups of people with events that occur in different parts of the world is dangerous to individuals and families in our communities.
It is unacceptable when our neighbors are scared to go to the grocery store or take a walk for fear of being targeted. But the question is: What can we do about it? Below are a few suggestions:
Model inclusion and compassion.
Avoid making negative statements about any racial, ethnic, or religious group. Reach out to your neighbors and colleagues who might feel at risk because of their ethnicity, religion, or other traits.
Provide accurate information.
Providing accurate information about people, events, and culture is important. This is especially important when news reports have negative statements about any specific group.
Avoid stereotyping people or countries.
In order to avoid creating prejudice and mistrust, don’t focus on the nationality, ethnicity, or appearance of those who live where COVID-19 originated.
Stop any type of harassment or bullying immediately.
Speak up when you hear, see, or read discriminatory comments, particularly on social media.
In the end, let’s remember that stigma will not fight COVID-19, but sharing accurate information will. Calling it a ‘Chinese virus’ only encourages stereotyping, anger, and harassment against people of Asian descent at a time when we should all be working together to get through this public health crisis.

Let’s have a look at how Wuhan is discriminating in Denver.
Other data breaks down COVID-19 cases by sex, race and ethnicity, and age group. This depiction shows a near-equal division of infections for men and women, and fewer cases targeting Hispanics/Latinos and Caucasians (identified as white, non-Hispanic) than would be expected based on their percentage of the overall population. But that’s not the case for the black community, whose 13 percent infection rate is greater than the 8 percent of Denver residents the group represents.
As for age groups, those nineteen and younger are the least likely to have tested positive for COVID-19 — this demographic accounts for 22 percent of the population but just 1 percent of the cases. People in their thirties have tested positive most frequently: This group accounts for 20 percent of the cases, and also 20 percent of Denver’s as a whole. And positive tests for those in their sixties and seventies, as well as those eighty or older, are disproportionately higher than their percentage of the population.
The hospitalization charts reinforce the statistics. White non-Hispanics are calculated at 19 percent of hospitalizations but 54 percent of Denver’s population — a huge disparity. In contrast, black residents constitute 8 percent of the citizenry but 19 percent of those hospitalized.
Likewise, each age group over fifty has suffered far more hospitalizations than its percentage of the population would suggest — nearly four times higher among those in their seventies.
In terms of death rates in Denver, men are much more likely to lose their lives after contracting the novel coronavirus than are women; men account for 78 percent of the casualties, and women only 22 percent.
When it comes to race and ethnicity, only blacks are dying in numbers greater than their percentage of the population. As for age, no one younger than thirty has died from COVID-19 in Denver thus far — but those in their thirties count for 7 percent of fatalities. The tragedies are much more common for residents in their seventies (41 percent of the deaths, 5 percent of the population) and eighties (22 percent of deaths, 3 percent of the population).

Coronavirus Anti-AAPI Racism Incident Report
The world has been hit by what the World Health Organization (WHO) is calling a “global pandemic.” As the virus COVID-19 spreads, numerous Asian Americans and Pacific Islanders (AAPI) have reported experiencing microaggressions, racial profiling, hate incidents and in some cases, hate violence. In Los Angeles, a child in San Fernando Valley was physically assaulted at his middle school and accused of having the coronavirus simply because he is AAPI. On a San Francisco street, a young AAPI woman was spat upon and blamed for bringing the coronavirus to the U.S. Young people as well as adults and seniors in California fear being perceived as the source or carrier of the disease.
Asian Pacific Policy and Planning Council (A3PCON) and Chinese for Affirmative Action (CAA) have launched this reporting center to allow community members to report incidents of hate they have experienced. Individual information, including personal identification details, will be kept confidential and will only be shared with permission. In the aggregate, the information will be used for assistance, advocacy and education.

Poland is making quarantined citizens use a selfie app to prove they’re staying inside

In response to the global coronavirus pandemic, Poland is asking quarantined residents to prove that they’re following the rules and staying at home – by taking selfies. The country launched a phone app on Friday for residents who are under under mandatory 14-day quarantines after returning from abroad, AFP reports.
People who are supposed to be isolating themselves at home take selfies and upload them to the app as proof that they’re not outside. “People in quarantine have a choice: either receive unexpected visits from the police, or download this app,” Karol Manys, Digital Ministry spokesman, told AFP.
I’m sure someone is working on a phone app that will add a filter to make it look like you are indoors when you are outdoors.
Of course the phone is still tracking you.
Unless you (hint hint hint) leave your phone at home when you go out.
The Chandigarh administration has now launched a mobile phone app to keep an eye on the people who have been put into home quarantine. The decision comes after some alleged cases of home quarantine violations were reported.
The app called ‘COVID 19 Tracker’ will geotag the quarantined people and will report the violations. The guilty will be booked.
Senior Superintendent Chandigarh Police, Nilambari Jagdale, told India Today that the Chandigarh administration got this app developed with the help of IT professionals.
“It will tack those who have been quarantined. If they leave their area of quarantine say by fifty to seventy metres then an alert will be generated. We have allotted user ID and passwords to all 16 SHOs of 16 police stations of Chandigarh. The health and police teams will get a notification. The team can go to the spot and find out what made the person concerned to leave the area. In case there is any difficulty it will be solved. If any willing violation of quarantine then a legal action will also be taken,” says Nilambari Jagdale.
Jagdale said that the app will help the administration manage the number of people as the number of cases in the city is going up and people coming in close contacts with the positive people are being put into home quarantine.
In order to verify their location and geo tag , the quarantined people will be required to download the app and share their geo location. “The SHOs of the area concerned will also get an access to the administration of the app and will also get alert on their phones. A control room has also been set up to track the geo-tagged people,” Nilambari Jagdale said.
Are these people actually too stupid to not carry their phone if they are going to violate the quarantine? Some people are so dumb they deserve to be punished by the State.
The New Brunswick government has set up an information line for people with questions about COVID-19, a line that includes the ability to report people who are believed to be violating the emergency declaration order.
But the head of Canada’s civil liberties watchdog is discouraging the use of a “snitch line,” saying it could create fear and division during a pandemic.
The phone line, which launched on Monday, comes after people were calling 911 to report instances of travellers who are not self-isolating as required.
Others have taken to social media to call out businesses or individuals who appeared to be violating the emergency declaration order.
The number — 1-844-462-8387 — will operate seven days a week between the hours of 8:30 a.m. and 4:30 p.m. and will provide bilingual service. People can also ask questions via email at helpaide@gnb.ca.

CLEVELAND, Ohio — The owner of a Columbus bridal shop sued Ohio Health Department Director Dr. Amy Acton on Thursday, claiming the state’s enforcement of a coronavirus “stay-at-home” order as it pertains to businesses violates her constitutional rights because it doesn’t provide a way for a business to challenge a forced closure.
Tanya Rutner Hartman, owner of Gilded Social: The Fancy Occasion Shop, filed the lawsuit in federal court in Columbus. The suit said Acton’s order, which expires May 1, has no meaningful post-closure process built into it to determine whether a business is “essential” and can re-open.
Gilded Social’s website says the store is shut down until May 1 and that employees are only available for virtual appointments. Hartman’s attorney Maurice Thompson, of the libertarian-leaning 1851 Center for Constitutional Law, said his client closed the store on her own and had faced no action by local or state health officials.
However, Thompson said he had reached out to the health officials to see if there was a way to determine whether Hartman’s store fit the definition of “essential” under the order. He said he was told by Columbus Public Health and the state Health Department that there was not a forum to decide such questions.
Thompson’s news release announcing the lawsuit’s filing said that many businesses “are forced to choose between financial ruin or prosecution,” as a violation of the order can result in a second-degree misdemeanor criminal charge.
Hartman asked the judge for a temporary restraining order that requires the state to provide an immediate hearing for a business closed by the government, in which officials must specifically say why a business is not essential.
“While the State is entitled to latitude when confronting a pandemic, that latitude does not permit trampling of basic constitutional rights, particularly when policies endure over an extended period of time without legislative action or administrative rulemaking,” the news release states.

Background Addressing COVID-19 is a pressing health and social concern. To date, many epidemic projections and policies addressing COVID-19 have been designed without seroprevalence data to inform epidemic parameters. We measured the seroprevalence of antibodies to SARS-CoV-2 in Santa Clara County. Methods On 4/3-4/4, 2020, we tested county residents for antibodies to SARS-CoV-2 using a lateral flow immunoassay. Participants were recruited using Facebook ads targeting a representative sample of the county by demographic and geographic characteristics.
We report the prevalence of antibodies to SARS-CoV-2 in a sample of 3,330 people, adjusting for zip code, sex, and race/ethnicity. We also adjust for test performance characteristics using 3 different estimates: (i) the test manufacturer’s data, (ii) a sample of 37 positive and 30 negative controls tested at Stanford, and (iii) a combination of both. Results The unadjusted prevalence of antibodies to SARS-CoV-2 in Santa Clara County was 1.5% (exact binomial 95CI 1.11-1.97%), and the population-weighted prevalence was 2.81% (95CI 2.24-3.37%). Under the three scenarios for test performance characteristics, the population prevalence of COVID-19 in Santa Clara ranged from 2.49% (95CI 1.80-3.17%) to 4.16% (2.58-5.70%).
These prevalence estimates represent a range between 48,000 and 81,000 people infected in Santa Clara County by early April, 50-85-fold more than the number of confirmed cases. Conclusions The population prevalence of SARS-CoV-2 antibodies in Santa Clara County implies that the infection is much more widespread than indicated by the number of confirmed cases. Population prevalence estimates can now be used to calibrate epidemic and mortality projections.
