Instead, conspiracy theorists tend to use the conspiracy itself as a way to explain any lack of evidence (because the clever conspirators must be hiding it) or the presence of evidence that disconfirms it (because the shills must be faking it). Thus, lack of evidence in favor of a conspiracy theory is in part explained by the conspiracy itself, which means that its adherents can count both evidence and lack of evidence in their favor.
