The Canadian Down Syndrome Society wants the International Union for the Conservation of Nature to add people with Down syndrome to its endangered species list. They would be the first humans on the list, which classifies endangered, threatened and vulnerable animal species around the globe.

The campaign is a reaction to the fact that genetic screening has led to a significant decrease in people born with Down syndrome.

Since the prenatal tests were introduced in Iceland in the early 2000s, for example, almost 100 percent of women who received a positive test for Down syndrome opted for an abortion, according to CBS. As a result, the condition has been almost completely disappeared from Iceland’s younger population.

Some people may believe that eradicating the condition is a good thing. But advocates argue that this kind of attitude contributes to a stigma that people with Down Syndrome are lesser humans. And that kind of thinking impacts societal awareness, funding and job opportunities for those who have Down syndrome and desperately need aid — hence the campaign.

It asks voters to decide whether to approve a sales and use tax to fund mental and behavioral health services and a facility that will serve as a hub.

The facility would be built on 40 acres of Larimer County-owned land at South Taft Hill Road and Trilby Road, in between Fort Collins and Loveland.

The county would contract with service providers for both mental health and withdrawal management, or detox, services for residents. Some services already exist in Larimer County, but advocates say they are either underfunded or unable to meet demands, while other services, such as social detoxification, don’t exist in the county.

The sales and use tax would be 0.25 percent, or a quarter on every $100, over a 20-year period. The maximum cap of sales tax collection in the first year is $19 million.

The budget shows estimated sales tax and interest revenue in 2019 bringing in about $15.7 million.

An estimated five-year budget shows plans for construction of a 55,000-square-foot facility with a $29 million price tag over three years, though the size of the facility could change.

At her court hearing on Tuesday afternoon, Baker appeared via video conference with public defender Kathryn Hay.

The District Attorney’s Office requested Baker be held without bond because she is charged with a capital offense.

Hay told the magistrate that she has filed a number of motions in Baker’s case, including one that would prohibit police from reaching out or interviewing Baker except through her designated counsel in relation to the murder case or any other pending litigation. It’s unclear what litigation Hay was referencing. She also said she planned to address bond at Baker’s next hearing, at 8:15 a.m. Oct. 11.
