Let me tell you about the people you are going to put in charge of healthcare.

Where I work we have a “work order system”. I put that in quotes because 1) no work gets done around here as we are the government, 2) nobody here has the balls to give an order and 3) the only system that could be found is a system of constantly fucking up.

Here is the process:

1. Someone who needs work done puts in a work order online. In theory with 48 hours minimum notice.
2. The work order is emailed out to a number of people.
3. One designated person prints a hard copy of the work order.
4. This person then assigns a tracking number to the work order.
5. The tracking number, date and nature of the work order are recorded in a 3-ring binder by hand.
6. This person then personally delivers the hard copy of the work order with the number on it to the person who is responsible (as if anyone I work with is “responsible”) for getting the work done.
7. Once the work is done the person takes the hard copy with the work order number on it, write “completed” on the paper and puts it in a file.
8. The person who assigned the tracking number then goes into the 3-ring binder and marks that work order off as completed.
9. The work order moves to the accounting people for billing purposes.

Sounds pretty simple right? Useful too. We have a system for tracking work orders. That is how it’s actually presented. A work order tracking system.

First. We don’t need a work order tracking system. I’ve been here for over 8 years. The number of times I’ve ever tracked a work order is zero. Nor have I found anyone else who can recall ever tracking a work order. The tracking part of the system has no practical application. Yet a person gets paid money, your tax money, to maintain a process that has no purpose.

Second. On 17 September 2009 I was given two work orders. One was required to be completed on 18 September, the other on 11 September. Perhaps I was suppose to travel back in time? Both work orders were in fact already completed as I get the email work order as soon as it is submitted. This again allow me to point out that the system serves no purpose.

Third. It was decided by the person who invented the work order tracking system (steps 3 thru 6 and 8) that the tracking system should be automated and done by computer. The tracking system was actually invented and implemented by this person years ago – not because it was needed (it isn’t) but because this person was trying to justify his existence as an employee. But hey, more than 50% of the government employees I work with have no real justification for being employed.

On the subject of this person, at one point he admitted he was 6 months behind on steps 8 & 9. That means that we had 6 months worth of work performed which had not been billed for. How’s that for government efficiency? But don’t worry, when the government runs healthcare no one will ever be behind with performing their duties.

Okay, back to the automated process. Those of you who are computer people and/or programmers realize that setting up a database which can automatically assign tracking numbers and allow people to log in and create & close a work order is pretty simple. Setting that up should take about two, maybe three days right? Take a guess how long the government has been trying to set up and implement this system.

Really, stop now and guess how long we have been working on this project. Remember, we are going to run healthcare. We are going to provide you with emergency medial services. We are going to respond to your urgent healthcare needs.

How long? Write down a number and unit of time on a piece of paper.

Answer: I don’t know exactly when it started, but the first reference I can find in my notes from our management (as if we had any of that) meetings (we do have those in excess) regarding this project is from 5 June 2008. Yes bitch, 2008. It’s been over 16 months and zero progress has been made.

And you dumb fucks are going to give us control of healthcare. You are so fucking stupid it hurts.
